Because it doesn't say much for Iraq's sovereignty as a nation. How would we feel if Chirac flew in and tied up one of our major airports for an hour(not that Baghdad Int'l get s a lot of traffic these days) and called out our president for a summit, all on five minutes' notice?

It's more like the emperor calling out a subject.

Last time I looked, Chirac was the head of a second rate military power with some bad internal problems, not the most powerful man on the face of the earth....

That, of course, depends on the circumstances. Given the current state of security in Iraq it is understanable that a vist of this type would be made under these circumstances. I would expect the same in any other country under the same circumstances. It says very little about sovereignty.
