I essentially agree with the premise of this article. Relating it to Quality Control/Quality Assurance concepts, no one tests their way to excellence. You have to correct the deficiencies in the entire process to achieve quality. Children whose parents, teachers, and communities do not push to succeed will continue to fail. Some, regardless of the resources applied, will not succeed to the same extent as others.

More can be accomplished, but it takes the will to improvement of all persons responsible for the child's growth and welfare and the willingness of the child to work at the task.

In my opinion, no. My experience suggests that it's difficult enough for local jurisdictions (read school boards and schools) to comply with general state education mandates, let alone federal ones. I don't think the educational needs and requirements across 50 states are identical.
