I don't know. I knpw Gandalf was a great Istari of much wisdom and power, but the thought of he and Elrond summoning the wall of water seemed to numb the entire sense of a helpless chase between the Nine and Frodo.

i agree there, but in the movie she did summon it herself, and in the book gandy ol' pal summoned it am I right? Well Glorfindel didn't have any powers to raise waters am I also right :P ?

Elrond and Gandalf summoned it in the book.

Glorfindel had the power to raise waters, but since he was helping a fatigued Aragorn take the other Hobbits to safety, he couldn't have been there to help.
