Full Crew: A vessel with full crew fights at optimal levels, if fully equipped and battle ready, due to this if caught surprised, the vessel takes no penalties.

(Somewhere in Between: A vessel somewhere in between the two extremes is common and if surprised takes penalties as normal)

Skeletal Crew: Either your cheap, broke, crazy, or a freighter, a ship with skeletal crew doubles penalties for being caught surprised, but otherwise acts as normal.
Warning: Do not attempt to smoke the Rope.
