Okay, so we're in a bit of a bind. Here's my issues:

First, there's sixteen players and twenty cast members, meaning that there's four "blanks" (four cast members not given a role in this game) that the scum could fake claim. With the town knowing only their own identities, this means that the only way to definitively catch someone is through the possibility of a "double claim" - two people claiming the same person. This could be solved by voting for one of them, outing the fake either by outright elimination or by outing the real one, revealing that the other one is lying.

The second issue is that flavor will be somewhat muddled here - many strategic players could be considered to be scum or town based on flavor - one could say, for example, that Spencer Bledsoe is scum because of his constant wheeling and dealing, but he was portrayed more sympathetically for the majority of the season, so he could qualify as being clean.
