The Articles of the Republic of Allied NAtions Government This Charter grants Authority within the RAN to the King of the RAN , and to his Council. Section One: Executive Authority The King of RAN is to be the absolute authority on all alliance matters. He may preside over any matter whether it be internal or external to the alliance. In no case may the King be permitted to circumvent this document, however. Section Two: Republic of Allied Nations RAN shall be comprised of five members chosen by processes, and endowed with authorities, responsibilities, and jurisdictions, as described below. All elected Councilors shall serve two-month terms, whereas appointed Councilors simply serve at the discretion of the King. In addition to the duties defined below, the King may at any time add additional duties to each Councilor. The Defense Councilor: Appointed by and directly responsible to the King of the Arctic Circle, this councilor is charged with organizing, maintaining, and commanding the alliance military forces. Military matters may be decided upon by this officer, pending review by the King. No other officer of government or military commander may order offensive military action (declarations of war) without the approval of this councilor or that of the King. The Finance Councilor: Appointed by the King of tRAN, this councilor shall arrange aid for nations seeking it, as well as oversee the general economic welfare of the entire alliance. The Councilor of Foreign Affairs: Appointed by the King o fRAN, the Councilor of Foreign Affairs shall be responsible for promoting positive relations with other alliances and management of diplomatic teams. The Recruitment Councilor: Elected by simple majority vote of the alliance, this councilor will be charged with duties associated with bringing in new members, management of the recruitment corps, and reviewing and approval of membership applications. The Kings Direct Councilor: The King shall appoint, with approval of at least 50% of the alliance membership, a single councilor to assist him with any duties he should require. This councilor shall be reviewed by the general membership once every two months, but may be replaced by a more worthy . Section Three: Advisory Roles The King of RAN may appoint advisors to serve and offer insight on the day-to-day issues of the alliance. These two advisors shall not have any authority not specifically granted to them by the King, and may be removed from office at his discretion. The King need not appoint advisors if he chooses not to. Advisors, once appointed, may be given access to or barred from sensitive information at the sole discretion of the King. Section Four: Overrule Procedure Any decision made by a councilor may be overruled by the King. The King’s overrule may be vetoed only by agreement of three-fifths of the Council, except in the cases of Military orders where there is no such veto permitted. Section Five: Elimination of the King King of the Arctic Circle Impeachment: Under no condition may the King of RAN be impeached. Repeat veto actions are a permissible method of silencing the King, if such an extreme case should ever be required, but a disenfranchised King must remain as King until such time as he relinquishes that position on his own accord. King of RAN Vacancy: In the event that the King of the Arctic Circle decides to resign, the Republic of Allied Nations must appoint (by three-fifths majority vote) and new King. The new King must not be one of the Arctic Council members at the time of appointment. The Republic of Allied Nations may, in failure to appoint a King, decide to disband the alliance. In the event that King of RAN decides to single-handedly disband the alliance, he automatically forfeits his Kingship. The King does not have the sole authority to order disbandment. Conditions of International Conflict and Matters of Foreign Affairs To promote positive relations with other alliances, we shall maintain embassies and encourage diplomats to visit. Ratification of any treaty requires the signature of the King. Military actions considered to be of an aggressive or pre-emptive nature can only be approved by one of the King of the Arctic Circle or members specifically and publicly given the authority to do so. Membership and Applicants Section One: Basic Legal Application Process Nation-states desiring membership in the Republic of Allied Nations are required to file an application stating the following to be considered: Nation Name: Nation Link: Previous Alliances (we reserve the right to check references): Recruiter (if applicable): Additional information may be required by the recruitment officials, as dictated by policy statements adopted by that office or the King. Prospective members should read this charter and any publicly displayed policies carefully prior to application submission. Section Two: Members Members, regardless of any government position held, must conduct themselves in a manner that is respectful and responsible, whether communicating on IRC, another alliance offsite forum, or the Open World Forum. Members are expected to remain active on this forum and to keep abreast of changes and news in the alliance. Members of the Republic of Allied Nations are required to vote for the alliance’s chosen Team Senate candidate. Any member choosing to terminate membership in the Republic of Allied Nations must privately message a member of government prior to departure. Ratification of and Amending this Charter Initial Ratification of this Charter occurs once the King of the Republic of Allied Nations has approved it and appointed his first Councilors of Defense, Finance, and Foreign Affairs. Changes to this Charter can be made by drafting changes and presenting them to the King and Council. In order for changes to be applied, a drafted amendment must have the agreement of 3/5 of the Council and the consent of the King, or full approval of the Republic of Allied Nations. |
