I remember the code to do it in java was only about four lines long.

Something about making an infinite loop that opens a connection on each iteration.

Get that going on more than a few computers, and it should be enough...

For a DoS you need more bandwidth than your target, and then fill that bandwidth with lots of simple packets, like pinging.
DDoS is the same thing except using a lot of computers. For example, a ton of people auto-refreshing a web page will bring a weak web server to its knees (see: w00t's BoC sales).

What brought this about, though? Curious.

I am stress testing something for my job. I wanted to see if this would be possible to add into my testing.

The command prompt and the ping command work just fine as well
