your not doing anything wrong, remember the cage is bean's house. can beans step up if he can make sure you practice this inside and out side of the cage. also you've still not had him that long give him time to learn that coming out to play with you is great fun past1

Conures are well known to be cage territorial and from what I've read on here it seems the Parrolette is a bit that way too. I think I told you or someone to let them come out on their own then pick them up.

i would think that he hasn't quite caught on what step up means, the idea of touching his lower breast is to put him slightly off balance, "notice the word slightly" by putting him off balance his only option is to step up or fall off backwards, so he should step up. its something that takes time and patience, remember you've not had him long, so hes still trying to learn what you want and mean, and you have to learn his little ways.

reread this on training parrotlets

Parrotlet training

stepping up without your finger near him or just in front of him, is probably a little advanced for him at the moment, as to do this he needs to step over a gap to get to your finger, He will need to trust you for this.

kev :)

Sometimes some birds take a little longer to learn exactly what you want from them. I think in time he will do just fine, it's just a matter of doing often.
