Really, and I'm sure a few people will agree with me on this, I don't think there is any kind of "Making an E-Fed for Dummies" book or anything kind of similiar product/guide.
As far as tips go, well I'd recommend advertising yourself on other boards once yours is up and ready to draw people to your fed and get a decent sized roster going. As far as after that goes, well, you'll have to ask the veterans on that.

Also, I'm not trying to make fun of you bud, but grammar is a really big plus. Not many people will join an efed which looks like its being run by my 1 year old niece. People like professionalism, yknow what I'm saying? What I like to call AIMspeak doesn't fly when you are running a website.
