From TV Tropes:
So, your character's Power Level is Over Nine Thousand. That's just swell! Too bad it doesn't actually mean anything. Therefore, we here at TV Tropes (having nothing but free time and a whole lot of boredom at work/school) have created an actual scale to measure a character's power. It's not uncommon to see characters all over this scale in a setting; some might even change tiers during the course of a story, up or down. Nor is it uncommon to see Heroes (or antagonists) who are in a lower weight class give their opponent a run for their money, if not outright beat them. It's not all about brawn, after all.

Shirt Weight (-1): These characters are Red Shirts of the brightest crimson. They have next to no combat ability and die in droves if they aren't protected (and sometimes even if they are). If a protagonist, they must be extremely careful and wily to avoid defeat or death.

Muggle Weight (0): These characters are not significantly stronger or weaker than the norm for the setting, and tend to be Innocent Bystanders and (you guessed it) Muggles. Though not necessarily as strong as humans, they are "about as strong as everyone else." Protagonists in this weight class tend to be Action Survivors and Arthur Dents.

Iron Weight (1): This weight class is almost exclusively for plot movers and shakers. Though still human (or "normal") they are usually Bad Asses who are Made Of Iron after getting Training From Hell, or are experts at Kung Fu, Good Old Fisticuffs, Gun Kata, Le Parkour or the like. Basically, someone who you or I could become if we didn't suck and weren't lazy.

Super Weight (2): Characters in this league are no longer normal humans. They can have magic, a superpower, be cyborgs, aliens, or have been otherwise blessed (or downright endowed) by their heritage. Some 'normal' humans can fit in this category too, like the Serial Killer Implacable Man in a Survival Horror game or movie.

Lottery Weight (3): These characters have either won the Superpower Lottery or have at least two Super Weight class powers. If the setting has superpowers, this tier is reserved for The Hero and his Arch Enemy. From here on up, authors will start having trouble challenging this character. Expect to see Green Rocks and Weaksauce Weaknesses.

Deus Weight (4): These characters are, to put it bluntly, godlike. The fabric of reality is their canvas. Whether a newly ascended Energy Being, a god with an odd job, an All Powerful Bystander or a Big Bad that has broken the Sorting Algorithm Of Evil. This tier and higher are usually reserved for Game Master-controlled characters or risk having the protagonist become a God Mode Sue, because they tend to be story breaking Deus Ex Machinas. That said, a protagonist at this tier can have engaging adventures, the author just has to be careful to scale the Sorting Algorithm Of Villain Threat accordingly.

Author Weight (5): Characters that are this powerful aren't so much characters as forces of nature. In fact, they are forces of nature. While this tier is reserved for (capital G) God and the Author, characters can be written for at this level. Just don't expect it to be a normal story.

So... where do your characters rank on the scale? I thought it might be interesting to see how many people fall into each ranking.

Reggae. Most of the Wily Bots want to squash that stupid turkey. And they CAN. They just don't want Isoc throwing a hissy fit ;)

Sierra K. Avalon. She can fly a helicopter with one eye and maybe make weapons? That's about it really. Though I can totally see her punching a Sniper Joe in the face before making her escape.

Atlas ... in human form. Expect a much higher rating when megamerged.

Waveman and Voltman. They're strong, but they're still cheap knockoffs.

Delta. She relies more on tactical advantages and supporting other fighters, though is very much capable on her own. Still, more a strategist than a fighter.

Bubble Crab. A well-rounded fighter, trusted by the guardian Leviathan.

Ringman and Ring. Speedy and solid.

Leviathan. She's one of the guardians, and they, you know, HAVE to have a high strength rating, so yeah.

Atlas Megamerged. Likewise, these guys kinda stole the powers of the guardians, and Atlas is pretty powerful to begin with...

Sol Cockatris. The weakest fiend, although that's not really saying much. Fully powered, he'd be like a, 3.5.

Scylla Storm. Hooooo boy, this thing is a GODMODER. I swear, when I was using her in the Doppler arc, I practically had to LET you guys win. If I was serious, let's just say the town would be more wrecked than it already is. For this reason, I actually considered listing her under 5, but... there are some very obvious weaknesses to exploit, making this monster by no means unbeatable. The fact that she's just as much of a danger to her allies as her enemies also bumps the score down a bit. But still, the fact that when I play this monster I try harder to make it BEATABLE than to have it actually damage enemies is saying something D':

Skullman : he's nimble and efficient, true, but not much weight

Search Man : he snipes, but that's it

"Captain" Quint : he's Megaman with a drill-arm - and without the Copy Buster

Sting Chameleon : ... Huh ?

Corteswain : despite the constant upgrades, he's just a human being. He chastises himself for it, though.

Rumble, Frenzy, Ratbat and Lazerbeak : Soundwave's crew, though the smallest ones among the 'Cons, can still kick your ass.

Blitzwing : he leans slightly towards 3, what with regular humans being able to sit in his chest

Hermes : he's a craaaazy pupeteer made of liquid metal.

Lugnut : his Fist and bulk could net him easily a spot in 3, though

Wreck-Gar : he's big, but not as badly as the Decepticons

Ares : with the kind of firepower you'd find on a 'Con, it's no big surprise

Gilgameth : when times call for drastic measures, he can bring himself to 3 in no short time !

Soundwave : Soundwave, superior.

Cruellock : when berserk, he goes up to 3, wot ?

Scalpel : a 'Con with a medical background.

Zeta : one of the originals, and extremely dependent on mind games.

General : he's the only thing (bar a few exceptions) in the RP bigger than a 'Con, and with more political power !

Antaeus Seism : that one is tough to class. Bring him high enough, and he'll drop to 1 (or even 0). But get deep enough, and be ready for a 4.

Doc Robot : luckily sanity is not judged here. He'd be at -65.
