Noting the increasingly pertinent role of education in the betterment of nation states regardless of their political, religious, economic, or ideological affiliations, Recognising that the opportunity for university students to participate in overseas exchanges is not only conducive to cross cultural dialogue, but necessary for the advancement of education, prosperity, and peace, Desiring the removal of barriers in the pursuit of education, And adamant in the belief that education is a universal right, and should be endorsed to the fullest extent by CIDUS members, Hereby: 1. Affirms the right of the individual to pursue education abroad, if they so desire; 2. Encourages all member states to participate in cross-cultural exchanges to the extent they are able, and as such recognise foreign university credits when awarding their own degrees; 3. Establishes a tiered system of university rankings, so that universities belonging to the same tiers may award course credits with the assurance that the quality of the education received at foreign institutions approximates the standards of their own; 4. Establishes a Committee under the auspices of CIDUS charged with determining university rankings, generating links between universities of the same tier, and promoting cooperation between them; 5. Allows for the restriction of sensitive materials and access to secure facilities at the discretion of the host nation where the security of said nation may be jeopardised; 6. Requires that all students wishing to participate in an exchange program meet the immigration requirements of their host nation; And 7. Encourages the creation of CIDUS scholarships to be allocated to students of exceptional scholastic merit who are unable to afford the expenses of study abroad. Have at it, lads. Sciongrad finds the idea of increased access to education laudable, and supports the idea. However, we would prefer a proposal with more teeth. A regional standard of university accreditation and inter-regional acceptance of college credits from such institutes would be something Sciongrad would vehemently support. Perhaps requiring such accredited or "similarly tiered" institutes to accept credits from each other would be something the His Hellaciousness would support?

If I might draw the Ambassador's attention to Article 2., specifically
Perhaps if that point were to be written as a separate provision it would satisfy your Excellency. For example: "4. Requires that all institutions participating in cross-cultural exchanges recognise similarly tiered foreign university credits when awarding their own degrees." |

This is a good foundation, Ambassador, but I like the Ambassador from Sciongrad, would prefer a resolution that actually does something, if you'd excuse my abruptness. As it stands, it merely encourages CIDUS members to do something, and while that's all well and good, I'd actually like to see it establish an intra-regional student exchange program, or the equivalent, and maybe actually establish a grant that you merely suggest in the final clause. I, and the Sanctarian government, definitely support this in principle, but would prefer to see it do more. |
