The Council of IDU States,

Understanding that trade between nations is conducive to a healthy international economy,

Believing that to ensure such interaction and to promote the economic and diplomatic relations of the region, trade barriers must be eliminated,

Resolving to strengthen the amicable relations between its member states


The Council of IDU States shall agree to the following:

1. CIDUS member states (hereafter referred to as member states) shall eliminate devices that restrict the trade of goods with other member states, including, but not limited to tariffs, subsidies, duties, and quotas;

2. Exemptions shall be made in instances where the stability of major domestic industries (i.e. defense, energy, etc.) or the economy rely on tariffs or where revenue is required for the purpose of economic recovery;

3. No member states may adopt or maintain any prohibition or restriction on the importation of any goods of another member state or on the
exportation of any good destined for the territory of another member states, excepting instances noted in clause six;

4. Duties or transit fees shall not be set for products travelling through member states, if either the sender of the goods or the receiver of the goods is also a member state;

5. Exemptions may be made for clause four, should the goods in questions be restricted by future CIDUS legislation, be altered in any way during transit, or pose a realistic hazard to the territories through which they pass;

6. Member states may restrict the flow of goods by other member states through or to their territory, should the goods in question originate from a member state with which they are in a state of war or that is experiencing a pandemic that may pose a health hazard to the citizens of the transit nation or the recipient nation.

I welcome the introduction of this proposal by the Ambassador.

I do have one concern, however, but perhaps I've overlooked something.

Would this prevent CIDUS member states from prohibiting the importation of substances/goods currently illegal in their member state? Drugs or dangerous weapons being the most obvious that spring to mind.

It may be worth noting that international trade comprises goods as well as services. So it might be prudent to mention services alongside goods in the provisions. Or perhaps add a separate provision.

Shouldn't this specifcally recognise the superiority of WA law, If & where relevant? Or is that an already automatic presumption for all CIDU legislation?
