In general, the list is just "you jap games suck, hah oblivion and fallout 3 are the greatest games ever"
And why can't there be good non-japanese voice acting? The "use Japanese voices" doesn't solve the complaint because people like to hear it in their language. (the article did say Japanese voices was a welcome option as well)

It does have some valid complaints (such as the filler), and some pretty stupid ones. The responses from that Japanese board were just plain stupid.

It was a very bad article over all.

I've never played Oblivion and Fallout but I am (or was, anyways, haven't played many games at all recently) a fan of a lot of old JRPGs and broadly agree with most of what IGN said.
#10 doesn't really seem worth doing unless they went all out to make it actually worthwhile.
#8 doesn't bother me.
#4 I generally play alone, so doesn't affect me.

The other stuff? Yeah, good advice.

Going through the list:
I agree with Magus on 10. I mean it would be nice I guess but I don't need AWESOME DIALOGUE OPTIONS or something if the rest of the game is okay.
9. I like fighting old bosses again. ;_; I don't mind grinding that much either.
8. Same with Magus again. I've actually always liked those closeups.
7. When a JRPG gives me freedom to explore a lot, I generally get lost and sometimes give up on a game (Golden Sun).
6. Whatever. Original character designs are nice, but I must admit I like the familiarity of archetypes.

4. HAHA no. Honestly I hate playing games online.
3. Save points allow the developer to prevent the player from saving themselves into an unescapable situation where they'd otherwise have to start a new game. Maybe developers don't utilize this well, though, I dunno. The last JRPG I played was Tales of Symphonia.
2. Okay, maybe? But I don't see how this isn't also a problem with American games... Fallout 3 and Oblivion's main stories are perhaps a couple of the worst, most anticlimactic stories I've seen, and both with tons of filler. Morrowind's is cliche but at the same time it did the cliche well.
1. Again, I haven't played a JRPG in a while so I don't know about this. ToS' battle system was fun, and I enjoy FFIIIj's simplistic battle system, and Lunar's was pretty good but could have used some additional tactical options. So I dunno.

Those are my thoughts on the list. Overall it doesn't seem like something IGN should be complaining about unless they intend to make a JRPG themselves, and even if they did, it still has to sell well...

The online point is just baffling. A lot of the other stuff is valid, but JRPGs are hardly the only offenders.

10. Well, I would like it if the NPCs didn't say nothing you needed to know most of the time (and repeat the same 1-2 things over and over) and spent 100% of their time walking around in circles...
9. I hate grinding (but fighting underlevelled can be fun) and trekking through the same areas over and over, especially if they have high random encounter rates (Tales of Legendia, die!)... I don't think I've played any JRPG in which you MUST fight all the previous bosses again... (although there are boss fights I would like to fight again in some games :3)
8. Crutch? >_> Seeing the example they used, having the party separate on the field and start talking every few seconds might be annoying... and hard to program (although that's kind of an excuse...).
7. I dunno, I don't play a lot of JRPGs but this hasn't been an issue... maybe ToS2, and to a lesser extent, ToH and ToV (since I was rushing through those due to lack of time)... (and no I don't only play Tales >_>)
6. I would like new archetypes as well... My first RPG was Golden Sun so they were still pretty new to me until recently...
5. I don't care about VA except in battle anyways since they speak too slowly in cutscenes (reading the text is faster)... >_>
4. Maybe for games like Tales games... but I can't see, say, Skies of Arcadia with everyone controlling one person... Maybe vs friends online but... :X
3. I would only like save points for those "infinite dungeouns" (like fighting 100 battles or 50 floors of ___) or maybe just have more save points in a long dungeoun...
2. Well, if you're new to RPGs that would be a good story... >_>
1. When I think of JRPG I think of that... Although I do like Tales games for a reason... :P

Good non-Japanese voice acting is fine and all, but you have to remember that the specific voice-acting industry is extremely small in the US (while on the contrary it is quite large in Japan), and hollywood actors are not neccesarily good voice actors, and besides that, hiring them costs a lot. It's unreasonable to demand particularily high quality American voice acting if we're not talking about a game with very high production values.

And what's wrong with voice actors from cartoons and such? Not to mention that your explanation doesn't excuse that there are US games with good voice acting.
