IIRC, ~50% of prisoners go on to be repeat offenders. ~1% of the US population is in prison. Mandatory minimums for drug crimes have done little, if anything, to stop the drug trade.
Well yeah, the problem is that they rarely get the masterminds behind it, and when they do, they're masterminds so they can operate from prison. >_>

besides, any given peon, which is what they typically get, can be easily replaced. That's the drug war though. It's a failing attempt to attempt something. Other offenses that aren't probably based off crime organizations are different stories.
Much vandalism, however, is conducted by gangs. They do it to send messages and mark territory.

Which does make me wonder why they are so fond of marking freight rail cars.
like you said to send a message? although pretty much only people that will see it are the ones working on the train, and maybe cars if the tracks go by a busy road.

might be easier too....

You're right on the first line, and the second line is a curious point I can't easily answer. I want to think it's to get attention, because most people are attention-starved (or act like it). Well actually, that last part is me projecting my hate of most people because they seem like attention SCUBAs. Most probably don't try to be.

Also, the very artsy graffiti is just an indication that someone is very artistic and skilled, but doesn't comprehend law, or has respect for others. Which yes, I can't say is as bad as ugly graffiti, but if you're going to do something very nice you shouldn't put it on the side of a fence, or house, or overpass, or water tower, etc. They should be punished equally because it's way too subjective to discriminate between pretty and ugly lawbreaking.
