I feel like a fucking celebrity around here.
Since he has two weapons, which means each weapon is 9. My blades are only 1 armor less than that, so as long as his disc hits those, I'll be ok.

He flipper is not going to be very useful due to my low, wide, awkward shaped chassis. If he comes at me with the lifter, I'll go right at him with my lifter in the down position. Mine comes to two sharp points at the end, while he's going to have trouble finding something on me to get under, so I should get under him. Once I'm under I can lift him up and flip him into the ground, blade first. If I can flip him over, his wedge is temporarily useless. He can self right, but also at the risk of stopping his disc again. I can lift him up and carry him to the hazards, which will eat away on his 4 armor.

If he comes at me with the disc, I'll use my speed to drive to the center of the arena and spin up. My blades are 8 armor which should deflect the blows of his disc, while also knocking him around. I could probably just keep spinning and knock him away as he wouldn't be able to do anything, but for the aggression points if I knock him away, I'll go after him with the lifter and drag him around to the hazards.

start with the disc facing him.

if he is charging at me, or stationary, charge straight out and try to tear those corners up with the disc as quickly as possible.

if he is spinning around, about-face and go for him head on with the flipper. Charge forward and immediately upon contact, fire the flipper. Hopefully this will send the whole spinning mass bouncing around, giving me a chance to about-face again and slam up with the disc. I'm pretty sure since he is faster, getting under him with the flipper is going to be difficult, so just try to hit him with the disc when he is not spinning around. I think I can manage tearing up those corners.
