This bot is designed to do MAXIMUM damage, so I will quickly spin up and slowly move to the center of the arena.
He is much faster and will be able to run from me, but I will at least chase him and try to win on aggression should we not collide.
if we do collide I will expect to see major damage done to his chassis. I will try to stay to the center spinning my ass off and wait for a hit.

I'm going to rush forward as fast as possible, and attempt to flip him. That big heavy ring will take time to spin up, and I hope to reach him before he gets to full speed. Use my additional front armor to absorb the impact and then send him flying. He should hit the wall or floor hard enough to stop his weapon and maybe do some internal damage. After that I'll just stay on him, preventing his spin-up and flipping him repeatedly until either I get him propped in a position he can't escape from, or he just breaks and stops moving. If he is at full speed when we hit, I expect he'll do heavy damage to my front armor, but he should also "hockey-puck" into the wall and bust himself up.

I'll just try to be as aggressive as possible and flip him when I can, not giving him time to recover.
