I will come out and head straight for him and keep my front pointed at him at all times.
He has slightly more speed and traction, but I have more armor and when he hits my drum he should bounce up because my drum will knock him up, but more importantly, with his wheels way back he should bounce sideways, and I will try to come in on his bad side so he will get knocked sideways and I will quickly advance and try to damage his wheels and chassis. I will continue this procedure untill
the match is over or he is destroyed.

This seems like a cut and dry, spinner vs. spinner fight. He has the slight advantage in armor, but I more than make up for it with a convincing advantage in having a horizontal spinner. I also have the speed advantage, and considering the gyroscopic effects of his drum, he'll have a pretty hard time manuevering to my sides or back. I plan on keeping my front facing him as much as possible and forcing as many weapon to weapon hits. Lastly I have the traction advantage, allowing me to recover faster than him after ever hit.

The main strategy I want to attempt in this fight is to attack him at an angle. What I hope to do is increase the effect of the recoil. That is to say, I want to make it so my spinning weapon 'throws' him and forces him to spin at a much greater angle. The plan here is that, by spinning him more, he leaves his side more open and I am then much more readily able to take advantage of it. Along with hitting him at an angle, I want to mostly try an target the front corners of his drum, possibly bypassing his weapon altogether. This has a chance of not just throwing him, but possibly damaging his actual weapon system, due to the setup of the drum. And, at 12 weapon hitting 5 armor, I have a chance of actually knocking it out in one hit. If I'm lucky I might get a hit on his wheels.

If he does get around my sides, I'm not especially worried. My spinner covers about 85% of my front, with only tiny sides exposed. Not to mention my speed advantage and two-wheel drive, I can easily turn to face him and beat him.

Basically keep my front facing him. He has a slight advantage in armor, but every time I hit him, I'm hitting him harder, and his small advantage in armor isn't enough to make up for that. And, despite his small speed advantage, the width of our robots and the gyroscopic effects of his drum will really prevent him from bringing it to bear.
