do you still have a decat pipe on your scooby, if you do thats likely to be the problem, 2 choices, put an original cat back on and ask an mot station to do an emissions test for you, wont cost much and if your lucky they will do it free, if not then the other option would be a hi flow ceramic cat which gives pretty much the same performance gains as a decat pipe but with the bonus of reducing emissions to keep it legal.
im not big up on turbo engines but i doubt a dump valve could affect emissions that much if at all.

yes it could, seeing as the original dumpvalve is a recirc type and i expect yours is an atmospheric... Could be leaking vacuum/boost. also might be worth disconnecting the battery for ten minutes ;)

Starlet GT 1.3 forged engine, tdo4 turbo @ 1.25bar = 252bhp = SOLD :(

EDIT: Charade GTxx 993cc three cylinder turbo, 173bhp @ 1.4bar (should hit 200bhp with a larger throttle body, removing stupid high lift cams and a bit more boost)

I'm thinking you didn't get a Basic Emissions Test done (correct me if i'm wrong though) as the BET is done at idle and the HC is 1200ppm and the CO level has to be below 3.5%.
Speak to Sterte Garage (01202 673169) in Poole as they do my MOTs and i'm running Apexi IK,Decat and full exhaust system and mine passes

All imports before Sept 1995 require the BET,not a cat test.
