Were their fewer Capitol Scranton number 2 covers produced than other numbers in the Scranton series?

Depends on the LP.
Generally, yes. 2's are less common than 3's.

I'm am awaiting delivery of ST-2080 with the "I Call You Name" error. It is housed in a #2 cover.
What about the number 10's? I rarely see those.

#10 is scarce or not known on all releases except for The Early Beatles.
On that LP it is relatively common.

I have received the Beatles Second Album with the "I Call YOU Name" label error. As stated, the record is housed in a number 2 Scranton cover.
Now I have a question about the matrix number sequence.
Immediately after the machine printed letters/numbers, #2 is present on both sides run out.
Is this #2 somehow related to the number 2 on the back cover?
