Did Capitol Records issue Record Club LP's on the Star Line label with a DKAO-8 catalog number?
I have a copy of "Gene Vincent's Greatest" with the Red and White concentric circles present on the labels. The catalog number is DKAO-8-0380. Can this be a Record Club issue?
I do not see any Capitol pressing plant symbols in the run-out.

Yes, that's a record club issue.
It was pressed by one of Decca (USA)'s pressing plants for Capitol.
The label will indicate that it was manufactured under license from Capitol -- instead of BY Capitol.

In theory every album that was on the Star Line and that was available through the record club in 1969 or 1970 should have that label.

There were possibly more albums in the Greatest! series released through the record club (e.g., Sinatra, Dean Martin, Nat King Cole).

The Gene Vincent album is found commercially on the "star" Star Line label. The label looks like a star. But as far as I know the record club had no label blanks like that, so they kept using the older "target" style.
