My copy of The Beatles Story Capitol Rainbow TBO-2222 is, I believe a Decca contract pressing. The labels have the small Decca pressing ring.
My question involves the matrix letters/numbers.

Side 1 T1-2222 -P11
" 2 T2-2222- P11
" 3 T3-2222- P11
" 4 T4-2222- P11
I know the P represents Decca's Pinckneyville pressing plant but the four 11 suffixes seems odd to me.
This example has the 1-4 2-3 configuration.

Yes, that's a Decca Pinckneyville pressing.
Decca used their own stamper numbers instead of the
A1/B2 (etc.) system that Capitol used.

Are the identical P11 run-off suffixes for each of the four sides unusual?

Not for a subcontract. Decca may not have made many copies, relatively speaking.

Where is the File-Under "dot" on your cover? Do you have one of the copies with the "dot" in an unusual location?

The Black "File Under" dot is located just to the upper left of the catalog number TBO-2222 which is indented 1 1/4" from the mouth of the cover.

That might be the one that's further indented; that's the way my Decca copy is.
