I emailed an ex-cop friend, and he said in his experience, with local lock-ups, yes, everyone got Velcro or slip-ons, to prevent both suicides and homicides. However, I also googled up multiple news reports of prisoners hanging themselves with shoelaces, so I bet there's a fair number of exceptions and slip-ups.

Heh, yes, this is probably going to be a "talking koala" moment. I have also received emails from people who said that the officers' badges shouldn't be covered on their belts but displayed on their chests.
